Eagle Club operates under these standing rules, they are a practical guide for how this association functions on a day-to-day basis — supplementing, not replacing, bylaws. This is a LIVING document and can be changed, updated and edited by the Executive Committee at any time, but APPROVED by the general membership when any change is proposed.
+ They provide flexibility.
Standing rules are easier to change than bylaws — they can be amended by a majority vote at any regular meeting, rather than needing state PTA approval. This allows Eagle Club to adapt quickly (for example, updating volunteer procedures, meeting times or scholarship criteria) without redoing its bylaws.
+ They define local practices.
Bylaws set the structure (officers, elections, quorum, etc.), but standing rules cover the specifics of how your PTA operates.
+ They preserve institutional knowledge.
Standing rules capture traditions and procedures that help new officers, volunteers, and committee chairs know “how things are done here.” They ensure continuity even as leadership changes every year — especially important for large or active PTSAs like at Liberty North.
+ They maintain compliance.
They keep the local unit consistent with Missouri PTA and National PTA guidelines, helping avoid confusion or conflicts.
